Thailand’s “dump-at-sea” policy on illegal aliens

It has been fascinating over recent weeks to watch a story grow into an international crisis.   That is what has happened with the Rohingya boat men story.  For new readers, reports surfaced at the end of December that hundreds of Rohingya Muslim men were being detained by the Thai military as they arrived on beaches in Thailand seeking by some accounts a better life, and by other accounts have a darker mission—joining the Muslim insurgency in the South of Thailand.

The explosion in the story came as a result of the apparently now true allegation that the Thai military is hauling them back to the sea in boats without paddles resulting in hundreds perishing at sea.

To get you up to speed, check out this Christian Science Monitor article a couple of days ago (thanks to all who sent it).  A little background from the CSM:

Thailand has long been a magnet for millions of economic migrants as well as refugees escaping persecution in Burma, Laos, Cambodia, and Vietnam. Human traffickers often play a role in transporting both groups, exposing those on the run to egregious abuses. Thailand has a mixed record on hosting refugees.

Most Rohingya, who are denied legal rights in Burma, begin their journey in Bangladesh, where more than 200,000 live in unofficial camps. A further 28,000 are registered with the UNHCR. From there, men pay smugglers for passage across the Indian Ocean to Thailand, usually as a transit stop to reach Malaysia, a Muslim country with a sizable Rohingya population. Some Bangladeshis also travel there.

Now, CNN has sent a team of reporters to the region, so get ready for stories far and wide.   CNN has obtained photos of the ‘dump-at-sea’ that they must have received from someone inside the Thai military.  I’m not defending the Thai military when I say this, but if the photos are legit,  it was really stupid of them to photograph the hauling out to sea event.

This (below) is from CNN and it has a bit of new information for those of us following the story on a regular basis.  CNN says the Thai military is protecting the local Thai villagers (you know, kind of like what our military should be doing on the Mexican border).

The Rohingya, a persecuted minority in Myanmar, have been fleeing their country in rickety boats for years, in search of a better life.

In Thailand, many instead have found deprivation and the possibility of desertion far off shore, according to the CNN investigation.

The source who provided CNN with photos of refugees in a boat being towed out to sea stressed that the Thai army had given the refugees food and water, but he also confirmed that the boats had been pulled for more than two days into international waters before they were set adrift.

His account directly contradicts briefings by senior Thai army sources who denied any such operation was undertaken.

A source in the Thai military, after extensive questioning, did confirm to CNN that the Thai army was operating a dump-at-sea policy. But the source defended it, insisting that each boatload of refugees was always given sufficient supplies of food and water.

That source claimed local villagers had become afraid of the hundreds of Rohingya arriving each month, and that they were accusing the refugees of stealing their property and threatening them.

Beware, as the world economy continues to tank, there will be more of this—economic migrants flowing across borders—and more demand that the US and western countries take them in.

LOS ANGELES — Federal immigration agents arrested 1,970 alleged illegal immigrant gang members in Los Angeles, Orange, Riverside and four other counties in 2008, federal officials announced Friday.

Operation Community Shield is a nationwide anti-gang effort by U.S. Immigration and Customs Enforcement.

Of those arrested, more than 850 were prosecuted on state or federal charges, including firearms violations and illegal re-entry to this country after deportation, ICE reported.

Others were foreign national gang members who were arrested on administrative immigration violations and placed in deportation proceedings. The program also screens illegal immigrants in custody for various offenses to determine if they are subject to deportation.

The statistics also include San Bernardino, Ventura, Santa Barbara and San Luis Obispo counties.

“These arrest statistics are further proof of ICE’s major role in combating gang-related crime in Los Angeles,” said Robert Schoch, special agent in charge of ICE’s Los Angeles office.

“Our immigration and customs authorities are proving to be powerful weapons in this effort, and we’ll continue working closely with local law enforcement to attack and dismantle the gangs that have terrorized our communities,” Schoch said. “Now, it’s the gang members who have something to fear.”

In November, police in Los Angeles arrested Wilmar “Smiley” Alberto, 30, a Salvadoran national with ties to a gang, who had been previously deported from the United States.

Alberto was charged with re-entry after deportation, and is in the custody of the U.S. Marshals Service, awaiting court proceedings.

In October, Heriberto Ramos-Moreno, 41, a previously deported Mexican national, was turned over to ICE upon his release from the Orange county Jail, where he had been detained on charges of obstructing an officer.

Ramos is also being prosecuted for re-entry after deportation. The felony offense carries a maximum penalty of up to 20 years in prison.

Operation Community Shield was launched in 2005 and has resulted in the arrests nationwide of more than 11,850 gang members and associates.

CLIFFSIDE PARK, N.J. (WPIX) — An illegal immigrant was arrested Wednesday, after a 5-year old girl told cops he forced himself on her.

Authorities say, Gualter Diaz-Muray, 34, from Guatemala is accused of holding the girl against her will, then sexually assaulting her when she tried to run away. The incident took place at a house in Cliffside Park, N.J. but it is unknown if the suspect was living there at the time.

Diaz-Muray has been charged with aggravated sexual assault, kidnapping, and endangering the welfare of a child. Bail was set for $400,000; he is currently being held at the Bergen County Jail.

The U.S. Border Patrol hopes to eliminate the use of “voluntary return” for illegal aliens in the Tucson Sector, replacing it with prosecution and removal initiatives that will have an important and lasting impact.

Voluntary return, often dubbed “catch and release,” is an administrative action that began about three decades ago and involves arresting Mexican illegal aliens who do not have criminal backgrounds. They are processed and dropped off at the border, often within hours.
The only penalty is a quick non-judicial return to Mexico.
In contrast, formal removals and deportations carry penalties ranging from bans on legal re-entry to felony prosecution for subsequent illegal re-entries.

Why does Gwinnett County need 287(g) authority to help enforce immigration laws?

Illegal immigration is a serious problem and enforcement works as a solution. It has been proven over and over nationwide – including here in Georgia – that when 287(g) comes into a community, illegal aliens migrate out.

Most Americans regard this fact as a very positive improvement.

In 1995, the Bill Clinton-appointed chairwoman of the Commission on Immigration Reform was the late Barbara Jordan, D-Texas, the first black woman elected to Congress from the deep South. She said, “It is both a right and responsibility of a democratic society to manage immigration so that it serves the national interest.”

It does not serve the national interest to perpetuate the crime of illegal immigration.

Jose Felix Franco-Maqueda, who had been deported twice before, was ordered to spend 27 months in federal prison Wednesday for entering the United States illegally from Mexico.

In his sentencing at the Harrison federal courthouse, Franco-Maqueda told federal Judge Jimm Hendren through an interpreter that he was sorry and had learned his lesson.

Sentencing him to the maximum prison time plus a $2,000 fine, Judge Hendren noted that Franco-Maqueda had “plenty of opportunity” already to learn his lesson.

He was first deported in 1998 and was deported again two years later after pleading guilty to possessing methamphetamine in Carroll County. The second time, Judge Hendren sentenced him to 21 months for entering the country illegally, but instead of serving the sentence, he was again deported. Judge Hendren did not say why.

Immigration officers charged him with being in the country illegally for the third time on Feb. 5, 2008, after being called to the Carroll County Jail, where he was charged with failing to meet bond requirements and failure to pay fines or court costs.

Assistant U. S. Attorney Matthew Quinn said after the federal sentencing Wednesday that, “I think this time he’ll serve his sentence before being deported.”

After watching millions of Mexican illegal aliens protest in the streets of America in recent years, it is clear that many newcomers, including those here legally, need to understand the following essential American truths:

*In 1848, The Treaty of Guadeloupe Hidalgo was ratified by both the U.S. and Mexican Congresses. That Treaty ended any and all claims Mexico had to land now a part of the United States.

*Native American Indians were the original owners of the American southwest. Were there were any valid property rights claims concerning that land, such rights would belong to Native American Indians, not Mexicans.

*America is a sovereign nation, totally independent of Mexico. It has been that way for over 200 years. We intend to keep it that way.
